Anthony Rogers has been appointed as interim Chief Inspector of His Majesty’s Crown Prosecution Service Inspectorate (HMCPSI) the Attorney General has confirmed.

Anthony Rogers, currently Deputy Chief Inspector at HMCPSI, will replace HM Chief Inspector Andrew Cayley CMG KC who will serve his final day in post on 26 February.

Andew Cayley, who has served as Chief Inspector for three years, is taking up a new role as Principal Trial Lawyer at the International Criminal Court in The Hague.

Anthony’s interim appointment will start on 27 February 2024 and the process to find a permanent postholder will be launched in Spring.

HM Chief Inspector Andrew Cayley CMG KC said:

“It has been a great privilege to lead HMCPSI as Chief Inspector for the last three years. HMCPSI has a vital role to play in driving improvements in the criminal justice system and I am proud of what the inspectorate has achieved during my time as Chief Inspector.

“I will be joining the International Criminal Court, where I am taking up the role of Principal Trial Lawyer in the Office of the Prosecutor.  The largest part of my career has been spent in international criminal law so while my new role will be challenging it is work I relish.

“I congratulate Anthony on his appointment and wish him well. Anthony is an extremely experienced inspector and a dedicated public servant. I am confident he will ably lead HMCPSI and continue to drive improvements in the criminal justice system.”

After an extensive career in the Civil Service which he joined in 1989, Anthony first joined HMCPSI in 2003 as a business inspector, leading numerous CPS Area inspections, thematic inspections, and joint inspections. Between 2018 and 2020, Anthony was Head of Inspection at HMCPSI, managing the inspectors and being responsible for the delivery of inspection programmes.  For the past four years Anthony has been Deputy Chief Inspector.

Anthony also has extensive experience outside the Civil Service as a management consultant and non-executive director.

The recruitment of HM Chief Inspector is regulated by the Commissioner for Public Appointments and this interim appointment has been made in line with the Governance Code on Public Appointments.
