19. Preparation for reintegration outcomes for detainees are supported by effective leadership and management.

The following indicators describe evidence that may show this expectation being met. They do not exclude other ways of achieving it.

  • Managers from all agencies ensure that their staff understand the importance to detainees of systematic and effective preparation for escort and removal.
  • Managers at all levels ensure there are sufficient resources to achieve desired outcomes.
  • Managers ensure that all staff provide necessary assistance to detainees before and during escort, and that detainees have been helped to prepare for the period immediately after arrival in destination countries.
  • Managers ensure that any inappropriate behaviour in receiving countries is escalated and challenged.
  • Monitoring and review arrangements are used to help improve services.
