We measure fire and rescue services against the ‘characteristics of good performance’. This framework describes the levels of performance needed for a service to achieve a grade of ‘good’.

This document provides details of HMICFRS’s proposed fire and rescue services inspection programme and framework for 2023/24.

Evaluation  — 

HMICFRS independently assesses and reports on the effectiveness and efficiency of police forces and fire and rescue services with the aim of encouraging improvement. The pandemic required us to move to remote inspections, rather than on-site and face-to-face.
