On 18 December 2018, Liberty and Southall Black Sisters made a super-complaint to HMICFRS.

This super-complaint concerns migrant victims in vulnerable circumstances. They usually arise from crimes of domestic abuse or modern slavery and human trafficking.

In early 2014, we began a national programme of child protection inspections. We examine the effectiveness of the decisions made by the police at each stage of their interactions with or for children, from initial contact through to the investigation of offences against them. We also scrutinise the treatment of children in custody, and assess how forces are structured, led and governed, in relation to their child protection services.

As part of HMIC’s effectiveness programme inspected how well forces keep people safe and reduce crime. This included an assessment of how effectively forces protect vulnerable people from harm, and support victims. This report sets out the findings from the revisit inspection of Surrey Police.

HMIC’s vulnerability inspection examined the overall question, ‘How effective are forces at protecting from harm those who are vulnerable, and supporting victims?’. We have considered in depth how forces respond to and support missing and absent children and victims of domestic abuse, and assessed how well prepared forces are to respond to and safeguard children at risk of sexual exploitation.
