Summary

As part of the amended Police (Northern Ireland) Act 1998, HMICFRS is required to inspect the Police Service of Northern Ireland (PSNI) at least once in every year on its efficiency and effectiveness. The outcomes of the inspections are reported to the Department of Justice, Northern Ireland.

HMICFRS’s efficiency and effectiveness inspection assessed how efficient the service is at keeping people safe and reducing crime; and also, how effective is the service in reducing crime, tackling anti-social behaviour and keeping people safe.

The inspection focused on four questions:

Under efficiency:

  1. How well does the service understand its current and likely future demand?
  2. How well does the service use its resources to manage current demand?
  3. How well is the service planning for demand in the future?

Under effectiveness:

  1. How effective is the service at protecting those who are vulnerable from harm, and supporting victims?

The assessment follows on from previous efficiency and effectiveness inspections on PSNI in 2017.
