Summary

PEEL is HMICFRS’s annual assessment of police forces in England and Wales. Forces are assessed on their effectiveness, efficiency and legitimacy.

In 2018/19, we adopted an integrated approach to our existing PEEL inspections. Integrated PEEL Assessment (IPA) combines into a single inspection the effectiveness, efficiency and legitimacy areas of PEEL. These areas had previously been inspected separately each year.

This report is structured in four parts:

  1. Our overall narrative assessment of the force’s 2018/19 performance.
  2. Our judgments and summaries of how effectively, efficiently and legitimately the force keeps people safe and reduces crime.
  3. Our judgments and any areas for improvement, causes of concern and notable practice for each component of our inspection.
  4. Our detailed findings for each component.

This report sets out the findings for Durham Constabulary.
