Observations on the second force management statement submissions

Summary

A force management statement (FMS) is a self-assessment that chief constables (and London equivalents) prepare and submit to HMICFRS each year.

These are the observations of the FMS steering group on the second round of FMSs. Police forces sent us their statements at the end of May 2019.

The steering group is made up of HMICFRS, National Police Chiefs Council, College of Policing, Association of Police and Crime Commissioners and other parties interested in the development of FMSs.

We sent our observations on the first FMSs to police forces directly. In the future, we expect our observations to be included in our inspection reports and annual state of policing and therefore don’t expect to publish separate observations on future versions.
