The Armed Forces Act 2011 places a duty on Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to inspect and report on the independence and effectiveness of investigations carried out by each service police force.

This inspection examined the:

  • effectiveness, oversight and governance of Royal Military Police (RMP) investigations into overseas deaths, including third-party reviews;
  • mechanisms and structures that support RMP investigations into overseas deaths;
  • effectiveness of RMP liaison and mutual support with other interested parties; and
  • engagement with and support to bereaved individuals.
