Between September and November 2021, we inspected Gloucestershire Fire and Rescue Service (FRS) and identified two causes of concern:

  1. The service hasn’t done enough since the last inspection to embed its values and associated behaviours, and promote a positive workplace culture.
  2. The service hasn’t done enough since the last inspection to improve understanding and awareness of the importance of equality, diversity and inclusion (EDI), and remove barriers to embedding EDI in the service.

On 24 February 2022, Gloucestershire FRS submitted an action plan setting out how it would address the areas of concern and the recommendations against it.

Between 14 and 21 November 2022, we revisited Gloucestershire FRS to review progress on the action plan.

This letter gives an update on our findings.
