His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services will produce a spotlight report on values and culture in all 44 fire and rescue services in England, based on our existing evidence. In our report, we will give particular focus to evidence collected from our second full round of inspections, which took place in 2021 and 2022.

Terms of reference

Using our findings from our second full round of inspections, we will comment on the following in respect of fire and rescue services in England:

  • values and culture;
  • bullying, harassment and discrimination; and
  • examples of promising and innovative practices we have established in respect of values and culture.

This report will be published in due course.
