England’s fifth largest county, Norfolk, has a landmass of 2,074 square miles and a 93 mile coastline. In mid-2017 Norfolk’s estimated population was 898,000, and is a popular tourist destination. It has a below-national average 63 crimes per 1,000 people (national = 83).
Predominantly rural, 40 percent of the population live in the urban areas of Norwich, Great Yarmouth, King’s Lynn and Thetford, parts of which are within the top 10 percent of deprived areas nationally. Policing this landscape poses challenges to manage the differing risks and vulnerabilities.
Norfolk has a two-tier local authority structure comprising of county and district councils. The constabulary works closely alongside these partners, embedding teams who work collaboratively to prevent and reduce harm to our communities.
The constabulary received 365,000 calls in 2017/18 recording 56,200 crimes; a 12 percent increase in recorded crime compared to 2016/17. Domestic abuse reporting increased by 23 percent from 6,560 crimes in 2016/17 to 8,078 in 2017/18 and reporting of serious sexual offences by 32 percent from 1,482 crimes in 2016/17 to 1,957 in 2017/18; following the national trend attributed to high-profile cases and increased confidence in reporting to the police.
The constabulary has a workforce of 1604 officers, 1219 staff and 185 special constables.
In April 2018 a new, evidence-based, local policing model was implemented. The constabulary’s ‘2020 model’ places community engagement at its core, increasing frontline staff by 138 (116 police officers/22 operational staff), meeting current and future challenges prioritising the biggest risks to Norfolk’s communities. The 2020 programme invests in the people and technology to achieve the objectives set-out in the Police and Crime Plan.
The constabulary continues to collaborate with partners including Suffolk Constabulary and Norfolk Fire and Rescue Services. Since 2010, the constabulary will have made savings of £34m by the end of 2018/19.
