Police and crime commissioners (PCCs) or their equivalent can commission HMICFRS to carry out inspections within their force area.

Before accepting a commission from a PCC we will discuss their requirements and the scope of the inspection with them. Terms, including duration and estimated cost, will be agreed before we proceed. HMICFRS will publish the findings from all inspections commissioned by PCCs.

PCC commissioned reports

Inspection into Thames Valley Police​​ commissioned​​​ by the police and crime commissioner – October 2023

HMICFRS was commissioned by the Thames Valley Police PCC to carry out an inspection of Thames Valley Police under section 54(2BA) of the Police Act 1996. The PCC asked us to consider whether there had been any lost opportunities in how the force dealt with intelligence and information relating to a serving officer – Police Constable Luke Christopher Horner – who had been charged with sexual offences.

Greater Manchester Police Integrated Operational Policing System inspection – March 2020

In 2019, HMICFRS was commissioned by the Mayor’s Office of Greater Manchester Combined Authority to inspect the implementation of their new integrated ICT system, at the request of the Greater Manchester Police (GMP) chief constable.

Sussex Police response to stalking and harassment – April 2019

Following several concerns after our publication of the 2017 national report Living in fear: police and CPS response to harassment and stalking, the police and crime commissioner (PCC) for Sussex requested that HMICFRS return to carry out a follow-up inspection of Sussex Police in 2018.

In January 2014, the police and crime commissioner for Cheshire commissioned us to review how well Cheshire Constabulary investigates cases of burglary in a dwelling.

In July 2013, the PCCs for the East Midlands region (Derbyshire, Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire) commissioned HMIC to conduct a review of the arrangements for collaboration between the five forces in the region. Read the terms of reference.

An inspection on the effectiveness and efficiency of the single counter-terrorism grant in the East Midlands region – December 2014

Following the ‘Working together‘ report the East Midlands PCCs asked HMIC to inspect the effectiveness and efficiency of the single counter-terrorism grant arrangement at the East Midlands Special Operations Unit.

South Yorkshire Police’s Response to Child Sexual Exploitation – Findings of an inspection commissioned by the Police and Crime Commissioner – November 2013

The South Yorkshire PCC, Shaun Wright, commissioned HMIC to assess the effectiveness of South Yorkshire Police’s approach to protecting children from sexual exploitation, and to develop recommendations for improvements.

South Yorkshire Police’s Response to Child Sexual Exploitation Re-visit – July 2014

HMIC carried out a follow-up inspection of South Yorkshire Police’s Response to Child Sexual Exploitation in May 2014, and wrote to the South Yorkshire PCC in July 2014 to provide feedback.

Essex Police’s Approach to Managing Cases of Domestic Abuse – June 2013

At the request of the Chief Constable (and with the agreement of the police and crime commissioner), we examined whether risks to victims of domestic abuse are now being well managed in Essex. The inspection also examined whether the significant resources Essex Police invested in tackling domestic abuse had a detrimental effect on the force’s effectiveness in tackling other types of crime.
