Risk assessment tool used by forces. It stands for Threat, Harm, Risk, Investigation Opportunities, Vulnerability of the victim and the Engagement level required to resolve the issue. The elements are used to assign a priority level to an incident. It may also be used to reach and justify an operational decision.

West Midlands Police also assesses intervention and prevention as part of this risk assessment, calling it THRIVE+.
