Primary fire
Primary fires cause damage by fire/heat/smoke to a person or property. They meet at least one of the following conditions:
- any fire that occurred in a (non-derelict) building, vehicle or outdoor structure;
- any fire involving fatalities, casualties or rescues; and
- any fire attended by five or more pumping engines.
