an authority served upon people of potential interest to the UK immigration authorities under the powers conferred to them by immigration legislation. While a person is held under these powers, even in police custody, they aren’t subject to the terms of detention under the Police & Criminal Evidence Act 1984 (PACE). The authority can be served on the person by immigration officials, or by the police on their behalf.
