Clear, Hold, Build
A concept based on a three-phase military operating model. This model has been adapted by policing to tackle the activities carried out by organised crime groups (OCGs) in communities:
- Clear removes the OCG(s).
- Hold stabilises the area in the wake of removing the OCG(s) and prevents other OCGs from taking over.
- Build seeks to change community cultures, their environment and infrastructures to create safe places and spaces.
