FRS inspections question set 2018-19
This is the first time HMICFRS has inspected fire and rescue services across England.
Our focus is on the service they provide to the public, and the way they use the resource available.
The inspection assesses the effectiveness and efficiency with which fire and rescue services prevent, protect the public from and respond to fires and other emergencies. We also assess how well FRSs look after the people who work for services.
In carrying out our inspections of all 45 services in England, we answer three main questions:
- How effective is the fire and rescue service at keeping people safe and secure from fire and other risks?
- How efficient is the fire and rescue service at keeping people safe and secure from fire and other risks?
- How well does the fire and rescue service look after its people?
Following consultation with the fire and rescue service, and carrying out three pilot inspections, HMICFRS has developed the following question set for its fire and rescue service inspections.
This question set will form the basis of inspections for the first three tranches of inspections. After this, the question set will be reviewed.

1. How effective is the FRS at keeping people safe and secure from fire and other risks?
