HMI Zoë Billingham – Biography

A qualified lawyer, Zoë Billingham has worked in public sector regulation for the last ten years, latterly as the lead inspector for the fire and rescue service in England.

Zoë was appointed HM Inspector of Constabulary in September 2009 and HM Inspector of Fire & Rescue Services in July 2017 when our remit was extended to include those services.

She is married with a young son and the whole family has a passion for tennis.

National role

Zoë is responsible for HMICFRS’s effectiveness programme of the PEEL all-force assessments, which focuses on how effective forces are at preventing crime, anti-social behaviour and keeping people safe. The programme also investigates how effective forces are at protecting those who are vulnerable from harm such as missing and absent children and sexual exploitation, and supporting victims of domestic abuse.

She is also a member of the advisory group for the national debate on the future of policing.

Zoë is the senior responsible officer for HMICFRS’s inspections of the fire & rescue services in England.
