Authorising officers should record their findings regarding collateral intrusion under the three categories of inevitable, foreseeable and general intrusion when setting out their decisions to authorise or renew an application for the deployment of an undercover officer, and at every review stage.

The independent Undercover Policing Inquiry has been established to investigate and report on undercover police operations conducted by English and Welsh police forces in England and Wales since 1968. HMICFRS will formally review the progress forces have made against our recommendations in light of the findings of the inquiry. HMICFRS is keeping this position under review.
