By June 2016, chief constables together with partner agencies should ensure they have clear policies and joint working structures in place to ensure an integrated approach to HBV, FM and FGM between police forces and other agencies.

The force has raised the profile of HBA/ FGM/ FM in the Wiltshire domestic abuse subgroup. At the March meeting the force raised the need to develop a cross agency policy and procedure for dealing with FGM. Swindon local authority already has a multi-agency FGM process. Both subgroups have HBA/ FGM and FM as standing items. The processes are still being developed.

The force has developed multi agency HBV/FGM/FM guidance with partnership organisations. The document is consultation phase with partners at this time.

A first draft of the new HBA/FGM & FM multi agency guidance has been created and taken to both Wiltshire and Swindon DA board for consultation. The guidance will be for use by all front line practitioners. 10/4/18 – Partner agencies in Wiltshire have requested a number of changes to the document and this is be progressed. On 22/06/2018 the Swindon FGM policy was being progressed and Wiltshire's policy was still being amended.I await a further update from the force to confirm that the policies and joint working structures for an integrated approach to HBV, FM and FGM between the force and other agencies are in place. This can be tested during the vulnerability fieldwork in December.
