Integrated offender management (IOM)

A multi-agency structure for identifying and managing those offenders most likely to reoffend. It is usually focused on theft, robbery or burglary but can include domestic abuse perpetrators or offenders the force considers to require targeted management.

The aim is to reduce reoffending by helping offenders access services that can support with factors which lead to offending (such as lack of employment, housing, and substance misuse). It is managed jointly by partner agencies, in particular, probation.
