We carried out inspections, in 2010 and 2012, to examine how well police forces in England and Wales understand and respond to their local anti-social behaviour (ASB) problems.
Anti-social behaviour inspections are part of the PEEL programme.
2012 inspection
The 2012 inspection repeated the main elements of the 2010 review, so that we could track progress. Our report ‘A Step in the Right Direction: the policing of anti-social behaviour’ was the result of the largest ever surveys of victims of ASB (with 9,300 respondents). We listened to more than 4,400 calls about ASB, to learn more about the victim experience; and carried out an inspection of all 43 police forces in England and Wales.
We found that the Police Service’s approach to dealing with ASB has improved since 2010; but there is significant variation in victim satisfaction levels across England and Wales. More can be done to tackle the problem, and to identify those victims most at risk of harm.
2010 inspection
In Spring 2010, we found that forces have the best chance of giving victims a good service if they do four principal things:
- Brief all relevant officers and staff (including neighbourhood policing teams, officers who respond to emergencies and CID officers) regularly and thoroughly about local ASB issues;
- Regularly gather and analyse data and information about ASB places, offenders and victims in their area, and use this information to allocate resources to tackle the problems;
- Give their neighbourhood policing teams with the right tools and resources to tackle ASB, and then monitor the plans the teams put in place to resolve local ASB issues; and
- Identify if a caller is a vulnerable or repeat victim as soon as they call the police so they can get extra support.
We committed at the time of the 2010 review to repeating the inspection in 2012, to check on progress.
